Hi Jack. I looked at WMS stuff 3 or 4 months ago because I noticed that all of the tiles they serve up have empty pixels. So the NAIP WMS works, but the images are empty. Here is an example: https://ndgishub.nd.gov/arcgis/services/Imagery/AerialImage_ND_2019/ImageServer/WMSServer?
I contacted support on this issue, but their generic response was that they couldn’t provide any assistance. I will try getting with the USGS to see about this again. Otherwise, I may also look into doing a REST service instead of a WMS service. So in short answer, no I have not found a WMS for imagery that works as of recently.

I got a very helpful response today from the USGS. They recently changed their WMS NAIP service. It is now located here:

Update on this: For all ND WMS services, you can find the list here: https://ndgishub.nd.gov/arcgis/rest/services/Imagery To make it work use this url: \”https://ndgishub.nd.gov/arcgis/services/Imagery\”, plus the image service you wish to request, plus \”WMSServer?\” at the end. So for instance, if you want 2017 CIR aerial imagery, your WMS request will look like this: https://ndgishub.nd.gov/arcgis/services/Imagery/AerialImage_ND_2017_CIR/ImageServer/WMSServer? When you choose the CRS, choose CRS:84 which should be first in the list. DO NOT CHOOSE EPSG:4326 as it will corrupt the request. As for image format, if you choose png, bmp, or jpeg, these image formats will download a little faster than the tiff format (but with a very small loss in data quality).
